Negara Islam / Mengkafirkan Pemerintah Islam (2/3) By nasiruddien Para umara dan ulama sewajarnya dominan dalam aktiviti kehidupan dengan mentasfiyah hati rakyat supaya mereka sentiasa berkeyakinan bahawa menentang penguasa Islam adalah perbuatan haram sebagaimana amaran dari hadis Nabi sallallahu 'alaihi wa-sallam: "Di suatu saat nanti akan muncul seorang sultan (penguasa/pemimpin). Sesiapa sahaja yang hendak menghinakannya, bererti dia telah menikam agama Islam dan tiada pintu taubat baginya kecuali dia mahu memperbaikinya, tetapi dia tidak berdaya memperbaikinya sampai Hari Kiamat". (As-Sunnah, 2/490-492. Ibnu Abi 'Asim.) "Sultan (penguasa/pemimpin) adalah naungan Allah yang ada di bumi, barangsiapa menghormatinya, Allah akan menghormatinya, dan barangsiapa yang menghinakannya, maka Allah akan menghinakan dirinya " Hadis ini diriwayatkan dalam berbagai-bagai hadis dari Rasulullah dan diriwayatkan oleh Abu Bakar, Umar, Ibnu Umar, Abu Bakrah, Anas dan Abu Hurairah. Berkata Ibnu Abi Zamanain: "Ini adalah perkataan ahli sunnah". Lihat: Usulus-Sunnah. Hlm. 105-106. Ibnu Abi. Cetakan al-Khanji, Mesir. Lihat: Al-Maqasidul Hasanah, Juz Raf'u Asy-Syukuki fi Mafakhiri al-Muluk. 2/492. As-Sakhawi. (As-Sunnah, Fasal ketujuh berkenaan larangan mencela umara (pemimpin). Ibnu Abi Asim.) Perkataan "Naungan Allah" bermaksud: "Allah menghilangkan hal-hal yang membahayakan manusia dengan perantaraan penguasa, sebagaimana naungan yang melindungi manusia dari terik sinar matahari". Hadis ini juga merupakan amaran kepada manusia bahawa naungan Allah berbeza dengan yang lainnya, kerana naungan Allah lebih tinggi dan luhur serta paling luas kebaikannya dan manfaatnya. Sehingga Anas radiallahu 'anhu berkata: "Para pembesar sahabat menasihati kami: Janganlah kamu mencerca para umara". At-Tabrizi meriwayatkan dari Ka'ab al-Ahbar, beliau berkata: "Penguasa adalah naungan Allah yang ada di permukaan bumi, apabila dia melakukan ketaatan kepada Allah, dia akan mendapat pahala dan kamu harus bersyukur. Apabila dia melakukan kemaksiatan kepada Allah, maka dia akan mendapat dosa dan kamu harus bersabar. Janganlah cinta kepada penguasa membuat kamu terjerumus ke dalam kemaksiatan, dan kebencian kepadanya membuat kamu keluar dari ketaatan kepadanya". (Nasihah li-Raii war-Raiiyah. p.65.) Al-Manawi rahimahullah berkata: "Allah menjadikan penguasa sebagai penolong bagi sekalian makhluk hidup di bumi, maka kedudukannya dijaga dari celaan dan penghinaan agar penghormatan tetap kepada penguasa dan menjadi sebab kemudahan dan bertambahnya bantuan serta pertolongan Allah bagi hambaNya". (Lihat: Faidhul Qadir 4/134.) Sahl bin Abdullah at-Tusturi rahimahullah berkata: "Manusia sentiasa dalam kebaikan jika masih menghormati penguasa/pemerintah dan ulama. Jika mereka masih menghormati dua komponen umat Islam ini, maka Allah akan memperbaiki urusan dunia dan akhirat mereka. Seandainya mereka meremehkan dua komponen ini, akan rosaklah kepentingan dunia dan akhirat mereka". (Lihat: Tafsir Qurtubi 5/260-261.) Ibn Abi Asim mengkhususkan satu bab dalam kitabnya dengan judul: "Perintah Nabi Sallallahu 'Alaihi Wa-Sallam Agar Bersabar Ketika Mendapati Tingkah Laku Penguasa Yang Tidak Baik". (As-Sunnah 2/523. Ibnu Abi Asim.) Imam Nasaii rahimahullah juga memperuntukkan bab di dalam kitabnya yang berjudul: "Perintah Bersabar Ketika Menghadapi Kezaliman Penguasa, Kerakusan Dan Perbuatan Monopoli Pemerintah". (Syarah Muslim. 12/235. An-Nawawi.) Dari Ziyad bin Kusaib al-Adawi dia berkata: Aku pernah berada di bawah mimbar Ibnu Amir bersama Abi Bakrah, ketika itu dia berkhutbah dengan mengenakan pakaian yang sangat tipis, dengan sepontan Abu Bilal berkata: Lihatlah penguasa kita memakai pakaian orang fasik. Maka Abu Bakrah berkata: Diamlah engkau! Saya telah mendengar Rasulullah sallallahu 'alaihi wa-sallam bersabda: Barangsiapa menghina penguasa Allah di bumi, nescaya Allah akan menghinakannya". (H/R Riwayat Turmizi.) Para ulama Salaf as-Soleh keseluruhannya mengharamkan umat Islam dari menghina, mencela dan memburuk-burukkan para pemimpin, pemerintah atau penguasa Islam: "Dari jalur Yahya bin Yaman, Sufyan telah menceritakan kepada kami dari Qais bin Wahab dari Anas bin Malik radiallahu 'anhu dia berkata: Para pembesar dari kalangan sahabat Rasulullah telah melarang kami mencela/menghina penguasa (pemerintah)". (H/R Ibnu Abdil Barr 21/287. At-Tamhid.)
