You can buy this stuff on the internet (and usually download some of it for free) or make your own at home :) Then you put it in After Effects (or Sony Vegas in this case) or other software and get rid of the black background by chroma keyer or other function... Starwars visual FX (lightsabres, laser shots) where painted frame by frame in After Effects.
