Isang Tanong: The GMA News and Public Affairs Presidential Forum

Hosted by multi-awarded broadcast journalist Mike Enriquez, Isang Tanong airs on two consecutive Sundays, the 22nd and 29th of November, right after Show Me the Manny.

Mula sa magkasunod na trahedyang dulot ni Ondoy at Pepeng, mga sakuna sa karagatan, walang humpay na pagtaas ng presyo ng langis, katiwalian, tumataas na bilang ng krimen at kahirapan, ito ang ilang mga problema ng bansa na tila pulit-ulit na lamang. At ngayong papalapit na ang eleksyon sa pampangulo sa 2010, ang mga problemang ito ay siya na namang haharapin ng susunod na Pangulo.

Bawat eleksyon, ang mga dating problema ng bayan ay hinihamay nang mabuti. Philippines Election Violence: Brutal massacre over 40 abducted, killed in Maguindanao

It is the seat of Bangsamoro pride and the heartland of the Moro Sultanate. But as authorities slowly unearth the events that unfolded along a remote stretch of highway Monday morning, November 23, Maguindanao province now holds the distinction of having the worst single case of election violence in recent Philippine history.

As of Monday night, authorities have found at least 21 mutilated bodies in Masalay, Datu Abdullah Sangki town in Maguindanao. They are believed to belong to a group of 50 people, including 30 local journalists, that departed Buluan town earlier in the day to witness the filing of the certificate of candidacy of gubernatorial hopeful Ishmael Mangudadatu at the Comelec office in Shariff Aguak, Maguindanao.

Authorities say the convoy was waylaid by a large group of armed men; Mangudadatu insists that the men were led by his political rival, Andal Ampatuan. Ishmael himself avoided filing his certificate of candidacy in person because of political tensions between him and Ampatuan. Instead, he sent his wife Genalyn and other female relatives, hoping that the females and the accompanying journalists would defuse the tension.

As of press time however, authorities have still not found the other members of the convoy. Instead, army officials say they recovered the mutilated bodies of 13 women and eight men. Some of the bodies have already been identified as belonging to people from the ill-fated convoy. Their vehicles were recovered by the highway, the contents ransacked of all valuables.

Media groups also fear for the lives of the missing journalists who accompanied the convoy. The Philippine Daily Inquirer says that some 37 journalists signed an attendance sheet just before the convoy left Buluan town at 9am. It would be the single largest group of journalists captured or held hostage in the world.

While Moros have always been proud of both their long history of resistance and a rich and colorful culture, politics in many areas in Muslim Mindanao are still overshadowed by the influence of powerful clans that dictate both affiliations and allegiances, especially in long-running blood feuds called rido. These clans hold sway over their areas much like feudal overlords of old, with the power of life or death over their subjects at their fingertips.

The private armies of these ruling clans are, for all intents and purposes, also funded through government coffers. Since the local government code allows local officials to choose their local police chiefs, many local policemen are ineffectual at best, or act as bodyguards of the local mayor or congressman. In addition, local officials have also effectively used the threat of the Moro secessionist movement in the area to deputize and arm their own men using taxpayers money. These deputies or militiamen are called civilian volunteer officers, or CVOs, who join occasional military operations, but for the most part merely take orders from local officials.

In the wake of todays incident in Maguindanao, the Philippine Center for Investigative Journalism revisits several stories the Center has published on Maguindanaos culture and politics, and its culture of politics.

Our former deputy executive director Jaileen Jimeno wrote a series of stories in 2008 that focused on the province. Amid the fighting, the clan rules in Maguindanao looked at the influential Ampatuan clan and its close ties to Malacanang: (Analysts) note that no less than the Palace made it legal for the Ampatuans to have hundreds of armed men and women under their employ. The 1987 Constitution bans private armed groups. In July 2006, however, the Arroyo administration issued Executive Order 546, allowing local officials and the PNP to deputize barangay tanods as force multipliers in the fight against insurgents. In practice, the EO allows local officials to convert their private armed groups into legal entities with a fancy name: civilian volunteer organizations (CVO).

A sidebar, Young guns, young terror focused on how private armies in Maguindanao are filled by young recruits. Meanwhile, Maguindanao, RP fall behind key indicators for education examined how the province has been falling behind Millennium Development Goals for education, a situation exacerbated by armed conflict in the region.

In 2006, journalist Samira Gutoc penned a first-person piece about being a journalist in Mindanao, and the challenges idealistic young Moros face as they struggle to bring about change to the region.

Gutoc was part of a documentary project with Howie Severino in 2002 that focused on the conflict in Mindanao as well as efforts of the people there to move beyond the conflict. In a story for the PCIJ, Severino noted how, while the conflict between the government and various rebel groups hog the headlines, minor wars between feuding families generally went unreported. Close this MANILA, Philippines—Did officials of the San Roque Dam follow their operations manual in regulating its water level amid the incessant rain and flooding triggered by Tropical Storm Pepeng?

The officials say they did. But based on the extent of the flooding that hit Pangasinan and the magnitude of the devastation, a Dagupan-based environmentalist doesnt think so.

Nicanor Melecio, president of the NGO Pangasinan Institute for Land and Aquatic Research, said dam officials should have started releasing water at 500 cubic meters per second (cms) when the dams level had reached 280 meters above sea level (masl) as indicated in their basic operation rule.

The dam has a maximum elevation of 290 masl.

Under the rule, water release operates from zero hour to 240 hours when floods occur, said Melecio, a former member of the San Roque Dam multipartite monitoring team.

You have 10 days to play with an incoming flood event by anticipating the water coming from the watershed, he said.

In a privilege speech, Pangasinan Rep. Mark Cojuangco Tuesday called for an inquiry into the operations of the dam.

Cojuangco said that the overloading of downstream river systems beside the San Roque Dam had caused tremendous devastation in his province that could have been avoided had the dam operators followed a more conservative and a cautious approach in releasing excess water.

The San Roque Dam captures water released by the Ambuklao and Binga hydroelectric dams in the upstream Agno River in Benguet province.

Power needs vs peoples lives

When the San Roque Dam shifts to flood mode, or has reached the 280 masl mark, it should not be allowed to reach 290 masl, Melecio said.

If you reach 290, it will be very difficult to control. So, even during the first 20 hours, you can start releasing [water]. You can start even up to 60 hours at 500 cms, he said.

Melecio said water may be released up to 1,400 cms. So, as you are releasing water, the dams water level that is supposed to be going up to 290 [masl] actually flattens, he said.

But if the rains continue, and the dams water approaches the critical level of 290 masl, then there is no choice but to release more than 1,400 cms, he said.

And so the question is: Do you have to wait for the water level to reach a very critical level so that you will release more than 1,400 cms? Thats the crux of the matter. How do you balance power needs as against peoples lives? Melecio said.

Water releases

Based on SMS media advisories, Tom Valdez, a vice president of the San Roque Multipurpose Project (SRMP) that operates the facility owned by National Power Corp. (Napocor), said the dam first opened a spillway gate midnight of Oct. 7 when the water level was 287.65 masl.

Pepeng smacked Cagayan Valley on Oct. 3 and hovered west of northern Luzon for over a week before moving out of the country at the weekend.

The Provincial Disaster Coordinating Council (PDCC) in Pangasinan recorded the first water release at 12:03 a.m. on Oct. 7, when the water elevation at the San Roque Dam was 286.5 masl. The rate of water release was 181.5 cms, with one gate opened at a height of a meter.

Valdezs advisory said that on the same day, the dam opened another gate and released excess water at 650 cms.

All 6 spillway gates open

The bulk of water release came on Oct. 8 when dam officials announced the opening of all its six spillway gates and released water at 2,500 cms.

The PDCC record showed that the dam, by 11 p.m. that day, was releasing water through its six gates at a rate of 3,600 cms. Water elevation at that time was 288.55 masl.

At 3 a.m. on Oct. 9, the dam was already releasing water at 5,072 cms. Water level at the reservoir was 289.05 masl.

The excess water overtopped dikes along the Agno River, eventually eroding them, causing a 7-kilometer breach in the dike along the Agno River at Barangay San Vicente in San Manuel and massive flooding in 38 towns and cities of Pangasinan.

The provincial government, farmers, business groups and concerned citizens said they would file a class suit against SRMP and Napocor for the destruction.
