Cette dernière matière remonte à la session de mars, mais le calendrier na pas pu permettre de laborder. Les observateurs se demandent si lopposition qui lavait inscrite à lordre du jour au cours de la session passée, la remettre sur la table des discussions au cours de celle qui souvre ce mardi. Mais cest naturellement lexamen du budget 2 010 qui est la matière la plus attendue au cours de cette rentrée parlementaire. Le délai constitutionnel exige que le dépôt se fasse avant le 15 septembre. Ce délai na pu être respecté. Selon le ministre du Budget, Michel Likola, si le projet au niveau du gouvernement central a déjà été adopté, les provinces nont pas encore envoyé à Kinshasa les édits de leurs propres budgets, à par le Katanga. Le dépôt de ce projet ne pourra donc se faire avant la fin du mois, a précisé le ministre du Budget. Ce phénomène ne s'est développé qu'au milieu des années quatre-vingt-dix, avec l'apparition des sectes religieuses, à la faveur de lexode rural dû aux difficultés économiques et aux ravages de la guerre. Appauvri à l'extrême, vivant le plus souvent dans une misère effroyable à laquelle il ne voit pas d'issue, le peuple congolais s'accroche aujourd'hui à des mythes, et cela dans tous les domaines. A Kinshasa et ailleurs dans le pays, ils sont ainsi des milliers d'enfants à être qualifiés de sorciers. Le shéma est toujours le même : Accablées par le chômage, frappées par un deuil, victimes d'un accident ou tout simplement vivant dans une pauvreté insoutenable, les familles cherchent un bouc-émissaire à leurs malheurs et le trouvent en la personne de leur enfant qu'ils chargent de tous leurs maux. Tenu pour responsable d'une maladie, d'un décès, d'un divorce, d'un manque d'argent ou même d'un simple désagrément, l'enfant est alors accusé de sorcellerie et devient rapidement le centre de violents conflits familiaux. Maltraité, stigmatisé, marginalisé, il est finalement rejeté puis banni du clan familial et n'a d'autre ressource que de rejoindre la rue. Ces persécutions sont encouragées par les sectes qui prolifèrent dans la capitale congolaise. Ces nouvelles églises y trouvent en effet leur intérêt, elles offrent à prix d'or aux familles leurs services pour désenvoûter les prétendus petits sorciers.
