Mearsheimer argues that neoconservative and pro-Israel lobby groups were both greatly influential to the U.S. decision to go to war in Iraq. ----- John Mearsheimer and Stephen Walt discuss "The Israel Lobby and U.S. Foreign Policy." What is at the heart of the special relationship between the United States and the state of Israel? Does Israel truly represent a strategic U.S. asset in the Middle East? Are the two nations really partners in the same "War on Terror", with the same threats up against them, and the same interests at stake? Professors John Mearsheimer and Stephen Walt had become well-known authorities in our understanding of contemporary international relations theory, security, and policy long before their collaboration on The Israel Lobby and U.S. Foreign Policy. Atlantic Monthly approached the pair in the fall of 2002 to research the depth of influence of the pro-Israel lobby on U.S. policy. By the time they returned with the results of their research, the magazine's editor had decided not to go ahead with the piece, and was not even interested in a revision. At the prompting of an American academic peer, they decided to submit the article to the London Review of Books where it was finally published in March of 2006. Mearsheimer and Walt argue that if there ever truly were significant strategic (i.e. balance of power considerations during the Cold War) and/or moral (i.e. common Judeo-Christian and democratic values) grounds to justify the unique level of American support afforded the Jewish state, they have long been exhausted. Has this unwavering support made Israel a liability in U.S. foreign policy? Shortage of Nurses Is Worldwide, but Worst in Poorer Nations This is the VOA Special English Development Report, from http://voaspecialenglish.com | http://facebook.com/voalearningenglish The health care industry needs more nurses. All areas of the world face a nursing shortage. But the shortage is most severe in developing countries. Many of their nurses leave. They move to more developed nations for better pay, better working conditions and better chances for career development.A World Bank report earlier this year called attention to the problem. For example, nearly two thousand nurses left the Caribbean between two thousand two and two thousand six. Caribbean nations currently have about one nurse for every one thousand people. The ratio of nurses to population is about ten times higher in the United States and countries in the European Union. Currently, more than twenty-one thousand nurses who trained in the Caribbean are working in the United States, Canada and Britain.Gaetan Lafortune is with the Organization for Economic Cooperation and Development in Paris. He says the nursing shortage also affects industrialized countries. Mr. Lafortune says a large number of nurses are expected to retire within the next ten years. At the same time, the health care needs of aging populations are expected to grow, intensifying the shortage of nurses. He says some researchers in the United States have projected that there may be a shortage of close to a million nurses by two thousand twenty. The United States is one of thirty-one countries in the O.E.C.D. Gaetan Lafortune says in recent years many of the countries increased their efforts to hire foreign nurses. But he says this has raised concern that O.E.C.D. countries were mainly exporting their shortage problem to countries that may have an even greater need for these nurses. In May, the World Health Assembly approved a global code of practice on the international recruitment of health workers. The assembly is made up of countries in the World Health Organization. The code advises against actively recruiting health workers from developing countries that face severe shortages. The world also faces a shortage of nursing trainers. As a result, nursing schools are forced to turn away qualified students. And that's the VOA Special English Development Report. How to Make Your Own Solar Water Heater This is the VOA Special English Technology Report, from http://voaspecialenglish.com | http://facebook.com/voalearningenglish Solar water heaters are used around the world and are not very difficult to build. The system we are going to describe is based on a design developed some years ago in Afghanistan. Since then, it has been built and used in many countries. It can heat seventy liters of water to sixty degrees Celsius. It can do this between sunrise and noon on a clear day with an average air temperature of thirty-two degrees Celsius.There are two parts to the solar water heater. One part is made of a sheet of metal painted black. Black surfaces become hotter in the sun than surfaces painted any other color. This black metal plate is called a collector. The collector is placed in contact with the water. There are several kinds of metal sheets that can be used for the collector. Corrugated metal will work very well. Corrugated sheets are often used as roofs on housing.Once the water is heated, it is kept hot with insulation material. This allows the water to stay warm for a long time. The second part of the solar water heater holds the water for the system. This storage tank can be a container that holds about one hundred liters. Two rubber pipes are attached to the water storage tank. One pipe lets water flow into the system. The other lets water flow out.When the water heater is working correctly, water will flow from the storage tank to the collector and back again. You can use the hot water at the top of the tank for washing and cleaning. You can change the flow of water so that the temperature is hot or warm as desired. This solar water heater is easy to build and operate. It will last about two years before the rubber pipes need to be replaced. There is also something else you will need to make the solar water heater work -- the sun. As you might expect, the heater will heat water only on sunny days. What Do You Know About the Common Cold? Is it bad to drink milk when you have a cold? Can chicken soup cure a cold? Ranit Mishori is a family medicine doctor at Georgetown University Medical Center in Washington. She says colds are more common in winter, but not because of low temperatures. The cold weather just means people stay inside more, often with other people. "And the way the common cold virus is transmitted from one person to another is through handshakes, through sneezing, or through coughing on one another." Adults generally get two to three colds a year. Children are likely to catch four or five. Dr. Mishori says some people mistakenly believe they can become resistant to colds. She says, "There are about two hundred different viruses that cause the common cold. People think that once you get infected one time you develop immunity for the rest of your life. This is wrong."There is still no cure for the common cold. But Dr. Mishori says there are ways to feel better sooner. "So if you catch a cold and on day one you start taking about two grams of vitamin C a day, there is evidence you might shorten the number of days that you will be suffering with these symptoms." She says honey can also help. There is evidence that it can shorten the length of the common cold sometimes even by two to three days. She says honey seems to be especially effective in children with colds. But the Agriculture Department says never to feed honey to babies less than one year old. It says even honey in prepared foods may contain substances that can make babies very sick. Some people believe in treating a cold with chicken soup. Does it work? Dr. Mishori says, "Chicken soup has anti-inflammatory properties, so it helps reduce the duration but also it helps clear the mucus." Mucus is the sticky substance that can make you cough and have trouble breathing during a cold. Have you ever heard the old saying "feed a cold, starve a fever"? Dr. Mishori says this is not necessarily a good guideline to follow. She says if you have a cold but do not feel hungry, then don't eat. "But you have to drink a lot and you can drink water or tea -- anything that gets fluids into your body. That's very important." But what about drinking milk during a cold? Some people think it only causes more mucus. Dr. Mishori says yes and no. Dairy products do not cause increased mucus, she says, but they can thicken the mucus. She says, "It's possible that discomfort is somewhat more enhanced when you drink milk. But obviously, if you're a baby and that's all you drink, you should not stop giving babies milk." But there are some single-sex programs, like a girls public school in Dallas, Texas. It opened in two thousand four. The students have done well enough that the school system is now opening a school for boys.Nakia Douglas is principal of the Barack Obama Male Leadership Academy. He says he was the kind of student that the school is seeking. "I was born and raised in south Dallas by a single parent. I was a neighborhood child. I was that child that -- I would work if I knew the teacher believed in me. But, at the same time, I had a hunger and desire for more."Educational researchers say boys learn in different ways and mature more slowly than girls, and are more likely to leave school. Being in class with the opposite sex can also take attention away from learning. Kendall Keeter thinks the boys school will be good for his son the way the girls school was for his daughter. "Our thought was to also give our son an opportunity that would best prepare him for college in the same manner she was prepared, and I can't imagine any other option that would have prepared her better."Another parent, Madeline Hayes, also likes the idea of a publicly funded school for boys. "This is something, as cheesy as it sounds, that I've always dreamed about, that there will be a boys school that doesn't charge twenty-five thousand dollars a year, but would give the same academics, the same level of interaction and leadership."The school is for grades six through nine. It will offer college preparatory classes and leadership courses even on weekends. Principal Douglas says the boys will be urged to support one another. "All of our young men we call 'brother.' So it may be Brother Malyk Davis or Brother Samuel Keeter. The young men understand they are their brother's keeper. And so the young men are really learning to be responsible not only for themselves, but also for their brothers here at the campus."Most students who want to be accepted into the Obama Academy in Dallas will need to have good grades and pass a number of tests. But ten to fifteen percent will not have to meet all of the entrance requirements.
