En 1945, al finalizar la II Guerra Mundial y ya constituida la Organización de las Naciones Unidas, los gobernantes de Estados Unidos comprendieron que las condiciones del mundo eran otras, y por lo tanto para continuar con su política expansionista hacia América Latina los métodos utilizados anteriormente debían ser sustituidos por unos más adaptados a la nueva situación mundial. La consolidación del bloque socialista encabezado por la Unión Soviética les proporcionó a los gobernantes de Estados Unidos, en 1947, la excusa necesaria para crear un todopoderoso departamento de "inteligencia" aplicando la llamada ley de seguridad nacional. Así es como para atajar "el avance del comunismo" nace la Agencia Central de Inteligencia, y la abreviatura de sus siglas en inglés es lo que da origen a que sea conocida mundialmente como la CIA. Pero el nacimiento de este nuevo departamento de "inteligencia" no estaba destinado sólo a defender "del fantasma de comunismo" a los Estados Unidos dentro de sus fronteras, pues iba más allá y abarcaba el mundo entero, y de manera especial todo el continente americano. Al mismo tiempo, para alinear a su hegemonía y a sus intereses a los gobiernos de los países de su zona de influencia más próxima, junto a la creación de la CIA Estados Unidos determina la elaboración del Tratado Interamericano de Asistencia Recíproca (TIAR), firmado en Río de Janeiro en 1947, y la reformulación de la Organización de los Estados Americanos (OEA), aprobada en Bogotá en 1948. Es el conjunto de estas instituciones lo que le permite ejercer el pleno control del área. Diego Rivera was a world famous Mexican muralist painter, an active communist, and husband of Frida Kahlo. Rivera's large wall works in fresco helped establish the Mexican mural renaissance. At the age of two, his father set up a studio for him. And at the age of ten, Diego deceided to become an artist, and began taking evening classes at the Academy of San Carlos in Mexico City. Afther six years Rivera was unhappy with the new art director of the academy. Theodoro Dehesa, the governor of Vera Cruz was impressed by Diego's paintings and offered him an scholarship to study in Europe. In Barcelona he studied for two years with the Spanish painter Chicharro, and then left for Paris. There he became a part of the Parisian art world for a decade. During the years of 1913 to 1918, he devoted himself almost entirely to the Cubist school of art. But his paintings only seemed to be enjoyed by the well- educated who could afford to buy them for their homes. Rivera believed that art should be enjoyed by everyone, especially the poor, working class people. Elie Faure reawakened Rivera's enthusiasm for murals and encouraged him to go to Italy and study the works of the masters. Afther fourteen years away from Mexico he left Europe (and Angelina Belhoff) When he returned home Diego participated in the Meican renaissance. Jose Vasconcelos (the minister of public education) initiated a national program which included adding mural art to public buildings. He offered Rivera an indoor wall at the national preparatory school.
