Shortage of Nurses Is Worldwide, but Worst in Poorer Nations

This is the VOA Special English Development Report, from http://voaspecialenglish.com | http://facebook.com/voalearningenglish The health care industry needs more nurses. All areas of the world face a nursing shortage. But the shortage is most severe in developing countries. Many of their nurses leave. They move to more developed nations for better pay, better working conditions and better chances for career development.A World Bank report earlier this year called attention to the problem. For example, nearly two thousand nurses left the Caribbean between two thousand two and two thousand six. Caribbean nations currently have about one nurse for every one thousand people. The ratio of nurses to population is about ten times higher in the United States and countries in the European Union. Currently, more than twenty-one thousand nurses who trained in the Caribbean are working in the United States, Canada and Britain.Gaetan Lafortune is with the Organization for Economic Cooperation and Development in Paris. He says the nursing shortage also affects industrialized countries. Mr. Lafortune says a large number of nurses are expected to retire within the next ten years. At the same time, the health care needs of aging populations are expected to grow, intensifying the shortage of nurses. He says some researchers in the United States have projected that there may be a shortage of close to a million nurses by two thousand twenty. The United States is one of thirty-one countries in the O.E.C.D. Gaetan Lafortune says in recent years many of the countries increased their efforts to hire foreign nurses. But he says this has raised concern that O.E.C.D. countries were mainly exporting their shortage problem to countries that may have an even greater need for these nurses. In May, the World Health Assembly approved a global code of practice on the international recruitment of health workers. The assembly is made up of countries in the World Health Organization. The code advises against actively recruiting health workers from developing countries that face severe shortages. The world also faces a shortage of nursing trainers. As a result, nursing schools are forced to turn away qualified students. And that's the VOA Special English Development Report. You can find transcripts, MP3s and podcasts of our reports at voaspecialenglish.com. What are your thoughts about the nursing shortage and what should be done about it? Share your comments on our website or on Facebook at VOA Learning English. (Adapted from a radio program broadcast 07June2010)

Microsavings Could Mean Big Gains for the World's Poor

This is the VOA Special English Economics Report, from http://voaspecialenglish.com | http://facebook.com/voalearningenglish When it comes to savings, no amount is too small. Microsaving is a growing part of the international movement of microfinance. The aim is to bring financial services to poor people. Modern microfinance started with Nobel Prize-winning economist Muhammad Yunus in Bangladesh. In the nineteen seventies, he started small loan programs that would become the Grameen Bank. Currently, microcredit providers are in over one hundred countries. Now, microfinance institutions are starting to offer other services, including savings plans. Recently, the non-profit group Small Enterprise Education and Promotion held a conference in Washington. SEEP works with over one hundred twenty groups around the world in efforts to cut poverty. It does this by supporting small businesses. The goal is help microfinance industry experts share ideas. One idea is called Financial Access at Birth, or FAB. It is designed to start each person with a financial citizenship at birth through a savings account connected to a bank deposit. Rosita Najmi is FAB's program director. She says FAB starts with financial inclusion, but creates other possibilities for inclusion across other sectors of health or education. Mobile or wireless technology will be important to many microfinance services. One meeting at the SEEP conference examined a mobile phone application for saving money. Debbie Dean of the Grameen Foundation says these efforts can also be extended to other financial services. They could include a combination of savings programs and money transfer programs. She says this could provide the most flexibility and convenience for savers. But offering savings, payments and other services requires more training and controls. Rashid Bajwa leads Pakistan's largest microfinance organization. He says more training is needed. And, he says, microfinance institutions will need specialized people when they start offering savings programs. Small savings deposits add up. And interest over time makes them grow. This can have a surprising effect for savers and societies. Rashid Bajwa puts it this way. He says the amount of money that poor people have is imaginable. For VOA Special English, I'm Carolyn Presutti. (Adapted from a radio program broadcast 18Nov2011)

Broken Instruments Are Music to the Ears of These School Repairmen

From http://voaspecialenglish.com | http://facebook.com/voalearningenglish LARRY JERNIGAN: "This is a leak light. So if you see light, then that means air is getting through. That means the lower notes won't play and it's a chance that it will diminish the child's playing experience, which we don't want." Larry Jernigan wants children to have a joyful experience with music. LARRY JERNIGAN: "I think that works." Charles West feels the same way. CHARLES WEST: "Actually love my job. Sometimes it seems not, you know, to be work. But it is work." LARRY JERNIGAN: "I like the fact that I work around music all day, that my job involves music, it involves the support of music, and it involves the education of music." Charles West and Larry Jernigan have worked together for almost 20 years. They fix musical instruments for the Washington, D.C., public schools. Last year, they repaired more than 600 instruments. CHARLES WEST: "There are two of us here. We do brass, string, woodwind, percussion, piano and electric keyboard. And if you take it outside, you are talking six, seven different individuals to fix what I just stated." The two men say they have yet to meet an instrument they could not fix. CHARLES WEST: "There are instances when we run across an instrument that is just beyond economical repair. So we just strip the parts from that and use those parts to give life to other instruments." Both men are musicians and music lovers. So learning to do repairs was easy. CHARLES WEST: "I have been a musician all of my life. I am almost 50 now and I have been playing instruments since I was six years old. I played in an orchestra here in the city. I majored in music in college. And I played in an army band." LARRY JERNIGAN: "I was formerly trained in the piano and guitar. The alto sax, the clarinet, and the flute, I picked up while working here." In addition to fixing instruments, the men also go to schools to show teachers and students how to make minor repairs. West believes that children who start early and stay involved with music do well in other areas of their lives. CHARLES WEST: "I see that in other kids. I see it in myself. I have seen it hundreds of times and it works. They learn teamwork. They learn solo work. They learn camaraderie, they learn patience, and they learn respect." But he has concerns about music in the electronic age. CHARLES WEST: "We are not telling you to throw the PlayStation or the Xboxes in the trash. But this electronic age and this instant age has taken away from the sit down, the patience. There is no patience. And to learn to play an instrument, it takes patience, it takes diligence, it takes time." Jernigan says he and West are lucky because they can enjoy music on the job. And they say they really enjoy the performances of D.C. students. LARRY JERNIGAN: "When I get to go see a concert or go see one of the bands perform, or the children playing, or the choir singing, that is probably the one that gets me the most because we had a big part into making that a success." I'm Mario Ritter.

Basic Typing Methods: Lessons - U.S. Navy Training Film (1944)

http://thefilmarchive.org/ Typing is the process of inputting text into a device, such as a typewriter, cell phone, computer, or a calculator, by pressing keys on a keyboard. It can be distinguished from other means of input, such as the use of pointing devices like the computer mouse, and text input via speech recognition. The world's first typist was Lillian Sholes from Wisconsin. She was the daughter of Christopher Sholes, the man who invented the first practical typewriter. User interface features such as spell checker, autocomplete, and autoreplace serve to facilitate and speed up typing and to prevent or correct errors the typist may make. The basic technique stands in contrast to hunt and peck typing as the typist keeps their eyes on the source copy at all times. Touch typing also involves the use of the home row method, where typists keep their wrists up, rather than resting them on a desk or keyboard as this can cause carpal tunnel syndrome. To avoid this, typists using this method should sit up tall leaning slightly forward from the waist, place their feet flat on the floor in front of them with one foot slightly in front of the other, keeping their elbows close to their sides with forearms slanted slightly upward to the keyboard, fingers should be curved slightly resting on the home row (asdfjkl;). Many touch typists also use keyboard shortcuts or hotkeys when typing on a computer. This allows them to edit their document without having to take their hands off the keyboard to use a mouse. An example of a keyboard shortcut is touching the Control key plus the S key to save a copy as you type, or the Control key plus the Z key to undo a mistake. Many experienced typists can feel or sense when they've made an error and can hit the backspace key and make the correction without missing a beat. A highly trained touch-typist on a Dvorak keyboard is the second-fastest method of English text entry available as of 2007. (The fastest text entry method involves a highly trained typist on a stenotype keyboard.) Hunt and peck (two-fingered typing), also known as search and peck, is a common form of typing, in which the typist must find and press each key individually. This is usually slower than touch typing. Instead of relying on the memorized position of keys, the typist must find each key by sight. Use of this method may also prevent the typist from being able to see what has been typed without glancing away from the keys. Although good accuracy may be achieved, any typing errors that are made may not be noticed immediately, if at all. There is also the disadvantage that because fewer fingers are used, they are forced to move a much greater distance. There are many idiosyncratic typing styles in between "hunt and peck" and touch typing; for example, many people will type blindly, but use only two to five fingers, and not always in a systematic fashion. Some people have developed advanced forms of "peck minus hunt" that don't require looking at keys, or sacrifice of speed. Some people combine touch typing and hunt and peck by using a buffering method. In the buffer method, the typist looks at the source copy, mentally stores one or several sentences, then looks at the keyboard and types out the buffer of sentences. This eliminates frequent up and down motions with the head and is used in typing competitions in which the typist is not well versed in touch typing. It is not normally used in day-to-day contact with keyboards, only when time is of the essence. A late 20th century trend in typing, primarily used with devices such as PDAs with thumb keyboards or smartphones with small virtual keyboards, is thumbing or thumb typing. This can be accomplished using one or both thumbs. Similar to desktop keyboards and input devices, if a user overuses keys which need hard presses and/or have small and unergonomic layouts, it could cause thumb tendonitis or other repetitive strain injury. http://en.wikipedia.org/wiki/Typing
