Il rapporto è stato richiesto da Andrew Marshall, influente consigliere per la difesa, l'uomo che, nell'arco di tre decenni, ha creato un nuovo assetto alla logistica delle forze militari USA, dirette dal Segretario della Difesa, Donald Rumsfeld. Tra gli autori di questo rapporto, fino a quel momento tenuto segreto dall'amministrazione Bush, si annoverano Peter Schwartz, consulente Cia ed ex responsabile delle pianificazioni al Royal Dutch/Shell Group e Doug Randall, del Global Business Network, con sede in California. Ciò che viene fuori è uno scenario destabilizzante, sconvolto dalle mutazioni climatiche, un esito ritenuto credibile che modificherebbe gli obiettivi della cosiddetta sicurezza nazionale degli Stati Uniti. Gli effetti e gli sviluppi, quindi, dovrebbero essere presi in esame senza interposizione. Già dal prossimo anno aumenteranno le emergenze per previste inondazioni, causate dal progressivo innalzamento dei livelli dei mari, questo sarà sufficiente per modificare bruscamente la vita a milioni di persone e sarebbe soltanto un inizio. In un arco temporale circoscritto, diciamo fra circa vent'anni, la Gran Bretagna si ritroverà in un clima siberiano, le coste dell'Europa meridionale saranno spazzate via dall'incremento dei volumi dei mari, la desertificazione renderà completamente alterati gli assetti morfologici, determinando, tra l'altro, la completa distruzione delle biodiversità locali, della fauna e delle risorse principali, in un disastro ecologico ed economico facilmente immaginabile. Per garantirsi rifornimenti di cibo, acqua ed energia, potrebbero scatenarsi guerre nucleari, la siccità e le carestie provocherebbero rivolte popolari in ogni parte del mondo. A quanto pare non soltanto gli ecologisti ma anche al Pentagono sanno fare del catastrofismo. Eppure, basterebbe questo rapporto per screditare la politica del presidente in carica, che nega perfino l'esistenza di un mutamento climatico. A dispetto delle sue rassicuranti convinzioni non solo esiste il problema, ma anche incognite complessive sul futuro stesso della civiltà occidentale. La politica attuata nell'immediato corso degli eventi dall'11 settembre 2001, si è risolta in una corsa all'accaparramento di fonti d'energia (petrolio) a basso costo, per darsi garanzia almeno dal punto di vista energetico. L'ipocrisia delle superpotenze! In che cosa constano le tante decantate "difese nazionali", senza considerare le priorità legate alla preservazione del pianeta? Come possiamo tutelarci dal terrorismo se non colmiamo le differenze con quella parte del mondo cui priviamo delle risorse per un beneficio esclusivo? E continuando a non tener conto di un'inversione di metodo per lo sfruttamento delle risorse globali, escludendo i progetti per un maggiore equilibrio ambientale? L'effetto serra è un'arma a doppio taglio, l'alterazione dell'ecosistema si rovescerà a svantaggio di tutti, in modo parziale fra occidente industrializzato che fa incetta di risorse e terzo mondo che continua ad essere il container ai nostri bisogni. Una volta reso pubblico, gli autori del rapporto si sono affrettati in alcune dichiarazioni, per esempio: "I cambiamenti climatici dovrebbero andare oltre il dibattito scientifico e di là dalle pur legittime preoccupazioni per la sicurezza interna degli Usa". La stessa amministrazione Bush è messa sotto attacco dall'intellighenzia scientifica internazionale. La scienza non può addomesticarsi alle ragioni d'opportunismo feudale di un'agenda politica, sebbene lo stesso Bush abbia purgato tutti gli studi non allineati e censurato per quattro mesi il documento redatto dagli stessi componenti del Pentagono, l'organo di massimo controllo della prima potenza mondiale. In seguito alle polemiche, i climatologi si aspettano riscontri, auspicando che il loro responso possa essere un fattore accelerante sulla persuasione degli Stati Uniti a ratificare accordi per ridurre gli effetti devastanti dei mutamenti climatici. Im 2. Weltkrieg sind die Ölfelder der Welt erstmals auch ein Kriegsziel unter anderen. Im Irak liefern sich Deutsche und Briten Gefechte. Hätte die Wehrmacht die sowjetische Öl-Metropole Baku erobert, hätte der Krieg eine andere Wendung nehmen können. In der Nachkriegsordnung nach 1945 verlaufen die Frontlinien zwischen Ölförderländern und Öl verbrauchenden Industrieländern. Erstere versuchen durch Verstaatlichung der Quellen ihren Teil am Ölreichtum zu erhalten. Letztere kontern mit militärischem Eingreifen und Handelsboykott. Beim Putsch gegen den persischen Präsidenten Mossadegh, bei der Verstaatlichung des Suez-Kanals durch den ägyptischen Präsidenten Nasser, im nigerianischen Bürgerkrieg um Biafra - immer sind die Großmächte des kalten Krieges und ihre Ölinteressen mit im Spiel. Die OPEC schließlich setzt in den 60er und 70er Jahren das Öl auch im Krieg als Waffe ein. Der 1. Golfkrieg zwischen Iran und Irak ist ein reiner Ölkrieg. Kein Blut für Öl lautet die bis heute umstrittene, stark vereinfachende Parole der Kriegsgegner beim 2. Golfkrieg, den die USA und ihre Verbündeten gegen den Irak führen. Il rapporto è stato richiesto da Andrew Marshall, influente consigliere per la difesa, l'uomo che, nell'arco di tre decenni, ha creato un nuovo assetto alla logistica delle forze militari USA, dirette dal Segretario della Difesa, Donald Rumsfeld. Tra gli autori di questo rapporto, fino a quel momento tenuto segreto dall'amministrazione Bush, si annoverano Peter Schwartz, consulente Cia ed ex responsabile delle pianificazioni al Royal Dutch/Shell Group e Doug Randall, del Global Business Network, con sede in California. Ciò che viene fuori è uno scenario destabilizzante, sconvolto dalle mutazioni climatiche, un esito ritenuto credibile che modificherebbe gli obiettivi della cosiddetta sicurezza nazionale degli Stati Uniti. Gli effetti e gli sviluppi, quindi, dovrebbero essere presi in esame senza interposizione. Già dal prossimo anno aumenteranno le emergenze per previste inondazioni, causate dal progressivo innalzamento dei livelli dei mari, questo sarà sufficiente per modificare bruscamente la vita a milioni di persone e sarebbe soltanto un inizio. In un arco temporale circoscritto, diciamo fra circa vent'anni, la Gran Bretagna si ritroverà in un clima siberiano, le coste dell'Europa meridionale saranno spazzate via dall'incremento dei volumi dei mari, la desertificazione renderà completamente alterati gli assetti morfologici, determinando, tra l'altro, la completa distruzione delle biodiversità locali, della fauna e delle risorse principali, in un disastro ecologico ed economico facilmente immaginabile. Per garantirsi rifornimenti di cibo, acqua ed energia, potrebbero scatenarsi guerre nucleari, la siccità e le carestie provocherebbero rivolte popolari in ogni parte del mondo. A quanto pare non soltanto gli ecologisti ma anche al Pentagono sanno fare del catastrofismo. Eppure, basterebbe questo rapporto per screditare la politica del presidente in carica, che nega perfino l'esistenza di un mutamento climatico. A dispetto delle sue rassicuranti convinzioni non solo esiste il problema, ma anche incognite complessive sul futuro stesso della civiltà occidentale. La politica attuata nell'immediato corso degli eventi dall'11 settembre 2001, si è risolta in una corsa all'accaparramento di fonti d'energia (petrolio) a basso costo, per darsi garanzia almeno dal punto di vista energetico. L'ipocrisia delle superpotenze! In che cosa constano le tante decantate "difese nazionali", senza considerare le priorità legate alla preservazione del pianeta? Come possiamo tutelarci dal terrorismo se non colmiamo le differenze con quella parte del mondo cui priviamo delle risorse per un beneficio esclusivo? E continuando a non tener conto di un'inversione di metodo per lo sfruttamento delle risorse globali, escludendo i progetti per un maggiore equilibrio ambientale? L'effetto serra è un'arma a doppio taglio, l'alterazione dell'ecosistema si rovescerà a svantaggio di tutti, in modo parziale fra occidente industrializzato che fa incetta di risorse e terzo mondo che continua ad essere il container ai nostri bisogni. Una volta reso pubblico, gli autori del rapporto si sono affrettati in alcune dichiarazioni, per esempio: "I cambiamenti climatici dovrebbero andare oltre il dibattito scientifico e di là dalle pur legittime preoccupazioni per la sicurezza interna degli Usa". La stessa amministrazione Bush è messa sotto attacco dall'intellighenzia scientifica internazionale. La scienza non può addomesticarsi alle ragioni d'opportunismo feudale di un'agenda politica, sebbene lo stesso Bush abbia purgato tutti gli studi non allineati e censurato per quattro mesi il documento redatto dagli stessi componenti del Pentagono, l'organo di massimo controllo della prima potenza mondiale. In seguito alle polemiche, i climatologi si aspettano riscontri, auspicando che il loro responso possa essere un fattore accelerante sulla persuasione degli Stati Uniti a ratificare accordi per ridurre gli effetti devastanti dei mutamenti climatici. Nicaragua reclama las islas que están dispuestas sobre una franja de 50 mil kilómetros cuadrados de mar, bajo el alegato que San Andrés y Providencia pasaron a manos de Bogotá en virtud del acuerdo de Esguerra--Bárcenas, firmado en 1928, cuando el país centroamericano estaba bajo ocupación estadounidense. En 2001, Nicaragua presentó en la CPI una demanda en contra de Colombia, reivindicando la soberanía sobre las islas de San Andrés, Providencia y Santa Catalina y los Cayos Roncador, Serrana, Serranilla y Quitasueño. Pese al fallo de la corte de Naciones Unidas, el gobierno colombiano insiste en mantener el meridiano 82 como el límite marítimo entre ambas naciones, donde además, según denuncias de las autoridades nicaragüenses, la creciente presencia militar de Colombia en la zona impide a los pescadores nicaragüenses trabajar en el área, especialmente los indígenas Miskitos, quienes han faenado en ellas por siglos. Im 2. Weltkrieg sind die Ölfelder der Welt erstmals auch ein Kriegsziel unter anderen. Im Irak liefern sich Deutsche und Briten Gefechte. Hätte die Wehrmacht die sowjetische Öl-Metropole Baku erobert, hätte der Krieg eine andere Wendung nehmen können. In der Nachkriegsordnung nach 1945 verlaufen die Frontlinien zwischen Ölförderländern und Öl verbrauchenden Industrieländern. Erstere versuchen durch Verstaatlichung der Quellen ihren Teil am Ölreichtum zu erhalten. Letztere kontern mit militärischem Eingreifen und Handelsboykott. Beim Putsch gegen den persischen Präsidenten Mossadegh, bei der Verstaatlichung des Suez-Kanals durch den ägyptischen Präsidenten Nasser, im nigerianischen Bürgerkrieg um Biafra - immer sind die Großmächte des kalten Krieges und ihre Ölinteressen mit im Spiel. Die OPEC schließlich setzt in den 60er und 70er Jahren das Öl auch im Krieg als Waffe ein. Der 1. Golfkrieg zwischen Iran und Irak ist ein reiner Ölkrieg. Kein Blut für Öl lautet die bis heute umstrittene, stark vereinfachende Parole der Kriegsgegner beim 2. Golfkrieg, den die USA und ihre Verbündeten gegen den Irak führen.
