Tra gli autori di questo rapporto, fino a quel momento tenuto segreto dall'amministrazione Bush, si annoverano Peter Schwartz, consulente Cia ed ex responsabile delle pianificazioni al Royal Dutch/Shell Group e Doug Randall, del Global Business Network, con sede in California. Ciò che viene fuori è uno scenario destabilizzante, sconvolto dalle mutazioni climatiche, un esito ritenuto credibile che modificherebbe gli obiettivi della cosiddetta sicurezza nazionale degli Stati Uniti. Gli effetti e gli sviluppi, quindi, dovrebbero essere presi in esame senza interposizione. Già dal prossimo anno aumenteranno le emergenze per previste inondazioni, causate dal progressivo innalzamento dei livelli dei mari, questo sarà sufficiente per modificare bruscamente la vita a milioni di persone e sarebbe soltanto un inizio. In un arco temporale circoscritto, diciamo fra circa vent'anni, la Gran Bretagna si ritroverà in un clima siberiano, le coste dell'Europa meridionale saranno spazzate via dall'incremento dei volumi dei mari, la desertificazione renderà completamente alterati gli assetti morfologici, determinando, tra l'altro, la completa distruzione delle biodiversità locali, della fauna e delle risorse principali, in un disastro ecologico ed economico facilmente immaginabile. La politica attuata nell'immediato corso degli eventi dall'11 settembre 2001, si è risolta in una corsa all'accaparramento di fonti d'energia (petrolio) a basso costo, per darsi garanzia almeno dal punto di vista energetico. L'ipocrisia delle superpotenze! In che cosa constano le tante decantate "difese nazionali", senza considerare le priorità legate alla preservazione del pianeta? Come possiamo tutelarci dal terrorismo se non colmiamo le differenze con quella parte del mondo cui priviamo delle risorse per un beneficio esclusivo? E continuando a non tener conto di un'inversione di metodo per lo sfruttamento delle risorse globali, escludendo i progetti per un maggiore equilibrio ambientale?
