But making the rouble genuinely convertible depends in great part on its attractiveness as an instrument for settlements and savings. In this respect we still have a great deal of work to do. In particular, the rouble must become a more universal means for carrying out international settlements and should gradually expand its zone of influence. To this end we need to organise markets on Russian territory for trading oil, gas and other goods, markets that carry out their transactions in roubles. Our goods are traded on world markets, but why are they not traded here in Russia? The government should speed up work on settling these issues. As I said before, our growing economic possibilities have enabled us to allocate additional money to the social sphere investment in our peoples prosperity and in Russias future. The goal of the Affordable Housing project, for example, is to lower interest rates on mortgage loans over a period of two years and almost triple the total mortgage loans made, bringing them to a total of 260 billion roubles. Another of our national projects allocates considerable resources to the development of agriculture. Work has already begun on programmes to build housing for young higher education graduates in rural areas. We are also developing a system for making loans available to co-operative retailers, small individual land cultivation and large-scale agricultural production enterprises. We are facilitating the purchase of the new technology and high-quality agricultural equipment that is so essential for our rural areas. Now for a few words on the aims and measures set out in the Education national project. Russia needs a competitive education system otherwise we will end up facing the real threat of having our quality of education not measure up to modern demands. Above all, we need to support the higher education establishments that are carrying out innovative programmes, including by buying the latest Russian and foreign-made equipment and technology. The government must bring order to the curriculum of vocatonal education schools. This is something that should be done through work together with the business community and social services sector, for whom these institutions are training specialists in the first place. We need to create a system of objective and independent external control over the quality of the education received, and we need to engage in broad-based and open dialogue with the public to establish an objective rating of universities. We should not be afraid to expand the financial independence of education institutions, including schools, at the same time raising their responsibility for the quality of every aspect of the learning process and for the final result. I support our business communitys initiative of financing major universities through special development funds and through the formation of an education loans system. In this respect we need to look at improving the legislation in order to create incentives for such spending and ensure the necessary guarantees. I deliberately have not used the term state guarantees, but there must be guarantees of some kind, and the government can organise this work and put in place the required mechanisms. Our fourth national project has been started in the area of healthcare and is aimed at improving primary healthcare and prevention and at improving access to high-tech medical services. I want to emphasise at the same time that the money allocated to the national projects accounts for only around 5-7 percent of total state spending in these sectors. The government and the regional and local authorities must work systematically together on modernising these four sectors and making more effective use of the considerable resources that we already have. If properly organised, all of this work should improve the quality of service in healthcare and education and also make it possible to considerably increase wages for all groups working in these sectors, not only those who are receiving additional payments as part of the priority projects. Furthermore, starting this year, a large part of the federal budget spending will be focused on the final result. The regional authorities also must begin this work. I deliberately draw the regional authorities attention to this point. The government has already taken the first steps in this direction but in the regions nothing is happening. We must also continue the process of devolution of powers. In particular, the regions should be given part of the investment funds from the federal budget, which are essentially already being used today to finance municipal powers. It is high time to stop overseeing the construction of schools, bathhouses and sewerage systems from Moscow. And now for the most important matter. What is most important for our country? The Defence Ministry knows what is most important. Indeed, what I want to talk about is love, women, children. I want to talk about the family, about the most acute problem facing our country today the demographic problem. The economic and social development issues our country faces today are closely interlinked to one simple question: who we are doing this all for? You know that our countrys population is declining by an average of almost 700,000 people a year. We have raised this issue on many occasions but have for the most part done very little to address it. Resolving this problem requires us to take the following steps. First, we need to lower the death rate. Second, we need an effective migration policy. And third, we need to increase the birth rate. The government just recently adopted a programme for improving road safety. Adopting a programme is easy, now we need to implement it. I take this opportunity to draw the governments attention to delays and unjustified red tape involved in carrying out these kinds of tasks. I spoke about this issue in last years address, and the programme has only just now been prepared. I am certain that other issues raised in last years address are also not always being resolved in the way they should be. We are taking measures to prevent the import and production of bootleg alcohol. The national Healthcare project is rightly focusing on the detection, prevention and treatment of cardiovascular disease and other illnesses that are high causes of death among our population. First made in Pakistan JF-17 Thunder aircraft handed over to PAF - November 23, 2009 - Part 3 JF-17 Thunder first ever multi role state of the art rolled out of Pakistan Aeronautical Complex, Kamra and was included to the fleet of Pakistan Air Force. Prime Minister Syed Yusuf Raza Gilani was the chief guest at the ceremony that marked a milestone in the Sino Pak joint venture in air defence system. The sophisticated JF-17 Thunder, painted green in the colour scheme of national flag appeared with grandeur as the Prime Minister unveiled the fighter jet before the audience. Manufactured with the cooperation of China, the event has been termed as a beginning of new era of Pak China friendship. He termed the manufacturing of JF-17 Thunder aircraft as the achievement of an important milestone in the governments ongoing efforts to attain self reliance. The Prime Minister assured full cooperation, support and patronage to the PAF in its projects and congratulated the entire nation, adding the national project would be remembered as a landmark in the countrys history. Referring to present challenges, the Prime Minister said the fast changing technology intensive battle arena required intense involvement of air power which had emerged as a major player in conflict scenarios. He said the role of air force also becomes vital in tackling the threat posed by the forces of extremism and militancy. Under these circumstances, he said, a modern air force was a national requirement adding the government was making sincere efforts for a strong and well equipped Pakistan Air Force. He said the PAF had repeatedly proved equal to the task even in most challenging times, measuring up to the expectations of the nation in safeguarding the sacred soil and skies of the country. In the recent drive against militants, PAF side by side with Pak Army was endeavouring to root out terrorism from the country, he added. The Prime Minister said, The PAF has been able to achieve, both in the form of meeting its operational requirement by co developing a fighter aircraft and developing Pakistans Aviation Industry. He said following the example of Kamra, there should be more similar centres of excellence in other fields, to attract youth towards a more constructive approach to life that leads to a better and more prosperous future. He appreciated that the JF-17 programme had provided employment to about 5,000 people. The Prime Minister also reiterated the governments firm resolve in eradicating ignorance, illiteracy and backwardness to carve a respectable place for the country in the comity of nations. He said, China has always stood by us in our hour of need its unflinching support and willingness, to go an extra mile for Pakistan, has been a source of great strength for the people of Pakistan. Gilani thanked the Chinese friends for providing PAF the required technical assistance for the programme. The Prime Minister said the Chinese calm sagacity, futuristic thinking and willingness to stand by its friends, even in the era of terrorism and extremism promised not only hope and stability but also acted as an example for others. He also mentioned the Chinese cooperation in many other projects in the country and said it was a pride for the nation. He especially highlighted the projects including Gwadar Deep Sea Port, Korakoram Highway, Heavy Mechanical Complex, Heavy Electrical Complex and Saindak Copper Project where China is helping the country. He lauded the PAFs initiative for appreciating and putting to use the tremendous potential of Pakistan and jointly developing the industrial infrastructure. Chief of the Air Staff Rao Qamar Suleman highlighted the efforts of Pakistan Aeronautical Complex Kamra in establishing itself as a hub of aviation industry. He lauded the support of Chinese government and Aviation Industries of China without which, he said the project would not have succeeded. He said that 40 JF-17 Thunder aircraft would be produced by PAC Kamra within next three years and would be inducted in PAF replacing the existing aircraft. He added that the first JF-17 Squadron would be established shortly. Chinas ambassador Luo Zhaohui on behalf on the Chinese government appreciated the technical acumen of PAC Kamra in acquiring complex skills and expertise in fighter aircraft manufacturing. He said the collaboration between the two peace loving countries in air defence was a major step for the regions peace. Earlier Air Marshal Farhat Hussain Khan, Chairman PAC Board Kamra in his welcome address gave an overview of JF-17 project and highlighted the benefits of co production in terms of incorporation of modern technologies of manufacturing and skill enhancement of personnel. JF-17 Thunder light weight and low cost multi role fighter aircraft has high maneuverability and BVR capability. It has advanced aerodynamics configuration and high thrust. JF-17 Thunder will replace the ageing fleets of A-5s, F-7Ps and the Mirages in the PAF inventory thus fulfilling a multi role task. Премьер кратко рассказал им об итогах совещания Vladimir Putin: Thank you. After I received this note we held a number of meetings in Moscow, and discussed the issue at different levels. On June 1, Monday, I met with a few owners, and with the administrations concerned. I said then that I would visit Pikalyovo. Violating the law was the worst thing which could have been done to prevent me from coming here. I believe this was done in collaboration with those who didn't want me to come or maybe it was done for the money of those who did not want me to come here. Because we cannot encourage violations of the law regardless of who violates it or what their excuse is. At the meeting, I spoke about the responsibility of trade unions in this respect. I think I made it clear enough. Today, we will talk again about the responsibility of the owners and of the administration. Mr Derbin explained the gist of the conflict, although partly, it is rooted in economic problems. Let us start with the owners, and listen to what they have to say. Oleg Deripaska: I will not talk about the reasons for the division of the amalgamated enterprise. RUSAL received the plant after the division. We managed alumina production. The following are approximate volumes and prices. There are three production lines - alumina, cement, soda and potash. We are the main processing complex, and have the most personnel - 2,400 people. We account for 15% of the revenues. In late 2007, external market conditions started changing. Here on the second page I have approximate prices for the product before the complex was shut down. Based on these prices, our losses per unit of production reached 3,000 roubles per tonne, and even more than that. Furthermore, we could not acquire sufficient alumina because of a decline in aluminum production at north-western plants and the Volgograd Aluminum Plant. We discussed the plant's transfer to the construction group so that cement could be used for internal purposes, and made a decision on the group's partial conversion to cement production. However, we failed to reach agreement among all participants on the new financial terms. Here, on the third page, I show our proposals. We believe that it will provide equal revenue to all the participants in the chain. Today, we have come to terms with the main supplier - Fosagro, and are conducting further negotiations with its managers. We tried more than once to set up a joint venture with them because they and Basel Cement are the primary parties interested. Fosagro also uses hydrate. RUSAL is the main consumer of Fosagro's product - fluoride aluminum. There is an opportunity to reach a long-term agreement. The terms which we offered have not been agreed upon yet. However, we hope to find a solution soon. Filaret Galchev: Mr Putin, we became shareholders of this plant in 2005. This problem existed before, but when we arrived... Vladimir Putin: In 2005 or 2004? Filaret Galchev: In 2005. We took control of the plant some time in May. Before, it had been part of SUAL, its secondary unit. All of the plants problems continued to exist. When we came, we agreed with the Federal Anti-Monopoly Service and all participants in the process - SUAL and Fosagro - on a plan of production. We signed a long-term contract which was observed. During this time, our company invested about $100 million into cement production. After SUAL merged with RUSAL, all participants in the process were offered a chance to buy out the plant. Such negotiations were held. After that, RUSAL determined to retain the property, and production continued though in an atmosphere of uncertainty.
