Jiraiya had "won" the fight up until the point he had gotten his arm cut off. He was not fatigued and hadn't assumed that he had killed Pein (Pain)... he did kill Pein (Pain, the three bodies he was fighting) and probably could have gone another round with him. Pein (Pain) suprised Jiraiya while he was leaving and cut off his arm making ninjutsu impossible, at that point Jiraiya dies. For everyone who denies that Jiraiya was stronger than Pein (Pain), haha, yea, you are entitled to your opinion. To everyone who curses and yells that Pein (Pain) was stronger than Jiraiya... I started like everybody else using the elementary Windows Movie Maker, and then I got to know the famous Sony Vegas, but I didn't make any videos for YouTube with these programs.They were just for practice. later on, I discovered the great Adobe After Effects; I, at first, had no idea how to use it. However, with time, I understood a lot about it; Hence I wanted to try out my skills, and the results were fantastic.
